BACKGROUND
CARE
International in Timor-Leste’s Long Term Program goal is to improve the voice
and wellbeing of women and girls in rural disadvantaged areas through priority
areas including women’s voice, women’s economic empowerment, sexual reproductive
and maternal health and education. CARE is committed to working
programmatically to reach this goal which includes building on the existing
knowledge and expertise in these areas, finding ways to measure and multiply
the impact of our work based on robust monitoring, evaluation and learning
processes, and to build strong relationships with key partners within civil
society, the government of Timor Leste and the private sector. CARE also aims
to be an organisation that actively and effectively promotes gender equality
and women’s empowerment with women, men, boys and girls in Timor-Leste, with
our partners and within our organisation.
CARE
International in Timor-Leste is currently looking in to finalizing the SRMH
Strategies which includes a focus on Nutrition to guide our approach to
achieving our program goal. The Technical Advisor for Nutrition will be
responsible for supporting the development and implementation of these
strategies, which will directly inform the workplan, and building the capacity
of staff and partners in these areas.
MAJOR JOB RESPONSIBILITIES (75% Dili based job and
25% field based):
·
Provide technical quality oversight of nutrition
strategies and materials in multiple projects
·
Provide technical leadership in proposal development
and in sourcing of funding for nutrition portfolio
·
Oversee the development/adaption and dissemination of
nutrition materials/curricula and technical tools
·
Ensure research results and best practices related to
nutrition are incorporated in to practice and future programming
·
Provide capacity building in nutrition to CARE staff and
local partners including government and civil society
·
Engage and contribute to technical working groups that
represent the Government of Timor Leste nutrition policies and strategies, CARE
International’s relevant strategies and experience, and the current programming
context in identified municipalities
·
Liaise with relevant health authorities (MoH, INS), UN
agencies and other stakeholders and represent CITL as required
·
Contribute to CITL’s future programming direction in
nutrition, including contributing ideas to proposals as necessary
·
Support the technical Project Officers to review and
deliver nutrition health education sessions to community members
·
Adhere to all CARE’s internal policies and procedures
·
Represent CARE in any internal or external working
groups as assigned
·
Any other tasks and responsibilities as required
QUALIFICATIONS AND EXPERIENCE:
·
Postgraduate degree in Nutrition (public health
nutrition, community nutrition or applied nutrition), Public Health or other
technical health-related field
·
Minimum five years experience in nutrition/public health
with demonstrated technical expertise in nutrition in the Timor Leste context
(knowledge of youth friendly approaches is an advantage)
·
Experience in the design and development of complex
project interventions. Experience in Community Score Card methodology for
Social Accountability is an added plus
·
Experience implementing institutional funded nutrition
projects and programs
·
Strong monitoring and evaluating skills with
the ability to present strong clear analysis
·
Ability to work with minimum supervision
·
Proven skills working with national team members and
ability to provide technical guidance, coaching and mentoring to work
colleagues in a constructive way
·
Ability to comply with all relevant CARE International
in Timor Leste policies and standard procedures
·
Demonstrate an ongoing commitment to CARE
International’s gender equality and diversity
·
Experience in team building including fostering
collaborative partnerships and linkages with stakeholder groups, particularly
the MOH and INS
·
Strong leadership and facilitation skills with an
ability to work independently
·
Computer literacy within standard Microsoft Office
programs, i.e. Word, Excel, Power Point, and data bases
·
Excellent communication skills in English and Tetun both
written and spoken. Local languages such as Bonak, Kemak and Tetun Terik an
asset.
·
Willingness to travel to districts for a period of time

PROJECT BACKGROUND
The Safe Motherhood
Project is aligned with the Government of Timor-Leste’s National Reproductive
Health Strategy (2004-2015) which supports birth spacing using family planning
services and men’s involvement in fertility management, and commits to ensuring
all pregnant women can access maternal care.
The overall goal of the
project is to decrease maternal mortality and morbidity. To achieve this goal,
the project will focus on improving RMH health and nutrition behaviors and
improving, access, utilization and provision of quality RMH services. To
achieve these health related outcomes, the project will focus on achieving the
following intermediate outcomes (also the program’s objectives):

Empowered women, youth and communities
-
Expanded, inclusive, and effective spaces for
negotiation and dialogue
-
Empowered, effective, responsive and accountable health
system
These outcomes will be
facilitated by working with the Ministry of Health, civil society partners and
local leaders to implement the following strategies: Mothers’ Caring Groups
(MCGs) & Kitchen Gardens, Birth Preparedness Plans, Family Health Days,
Social Analysis and Action, Mutual Accountability Tool, and training Skilled
Birth Attendants.
MAJOR JOB RESPONSIBILITIES (100% field based):
·
Line manage Project Officers and Drivers including doing
their Annual Performance Appraisals and ensuring CITL codes and policies
are adhered to by all staff based in the districts
·
Responsible for planning, implementation, and reporting
on activities for the project
·
Ensure timely and open communication with Program
Manager in order to facilitate appropriate decision making
·
Ensure
all aspects of Finance, Administration, Procurement and HR issues are
followed up on as per project plan
·
Together
with the management team, will help all staff develop ownership and
responsibility for the project as a whole and create a team spirit amongst the
project staff
·
Identify
critical staff capacity needs and communicate to Technical Advisors and Program
Manager as appropriate
·
Work together with Base Administrators to track
vehicle movement and liaise with CITL Fleet and Project Support Officer to
ensure condition of vehicles
·
Plan project expenditures and monitor the
spending against the donor budget including preparing project advances and
submitting financial acquittal on time
·
Lead on coordinating with SSM, CHC or HP at the
municipalities for project activities
·
Represent CARE in any internal or external working
groups and meetings as assigned
·
Adhere to all CITL policies and procedures
·
Any other
tasks and responsibilities as assigned by the Program Manager
QUALIFICATIONS AND EXPERIENCE:
·
Minimum relevant Bachelor’s degree with at least 5 plus
years of management experience in the districts
·
Experience in project planning and monitoring of budget
and expenses
·
Excellent ability to work independently and in a team
·
Good leadership and management skills
·
Candidate needs to be creative, organized and well
motivated
·
Demonstrated experience in capacity building and skill
transfers to staff
·
Computer literacy within standard Microsoft Office
programs, i.e. Word, Excel, Power Point, and Data Bases
·
Excellent communication skills in English and Tetun both
written and spoken. Local languages such as Bonak, Kemak and Tetun Terik an
asset.
·
Ability to drive a motorbike in remote location and must
have valid a license
·
Willingness to stay in district and travel to both

About the Role:
In 2013 CARE International in Timor-Leste
developed a Gender and Women’s Empowerment Strategy (2015 – 2018) which
outlines CARE’s goal to become an organization that actively and effectively
promotes gender equality and women’s empowerment with women, men, boys and
girls in Timor-Leste, with our partners and within our organization. In 2015
CARE finalized the Long Term Programme which aims to improve the voice and
wellbeing of women and girls in rural disadvantaged areas with specific
priority sectors including women’s voice, women’s economic empowerment, sexual
reproductive and maternal health and education. Gender equality and women’s
empowerment is therefore the core of CITL’s work.
The Gender Advisor is responsible for
supporting the CARE International in Timor-Leste Country Office to promote
gender equality and women’s empowerment throughout our project and program
work, within our organization and with our partners. CARE International in
Timor-Leste’s Gender and Women’s Empowerment Strategy (2015 – 2018) provides
the guiding framework for this work and directly informs the Gender
Coordinator’s work-plan.
Specific roles and responsibilities of the
Gender Advisor are:
·
Coordinate
the implementation of CARE International in Timor-Leste’s Gender and Women’s
Empowerment Strategy, including six-monthly reporting to the Senior Management
Team and quarterly updates to the Programme Management Team;
·
Support
program and project teams to include gender transformative approaches
throughout activity implementation, monitoring, evaluation and learning;
·
Provide
coaching and training support on women’s empowerment and gender to CARE staff,
partner staff and project beneficiaries;
·
Coordinate
CARE’s Gender Working Group and Gender Focal Points;
·
Actively
contribute to relevant information and advocacy networks and forums, in
Timor-Leste and internationally as required;
·
Maintain
an awareness of CARE work on gender internationally and in the region;
·
Support
the development and implementation of gender sensitive organizational systems
and policies;
·
Support
the Program Quality Team and Program Quality Manager in relevant activities as
required.
Other responsibilities:
- Safety and Security: Promote a
safe and secure work environment; foster a culture of safety and security
awareness; and ensure consistent application of, and compliance with, CARE
Timor-Leste safety and security policies and procedures.
Knowledge & Experience Required.
- Minimum University diploma with relevant
education background
