PROGRAM/DEPARTMENT SUMMARY:

In September 2013 Mercy Corps began implementing the ‘Sparking Change’ programme, aimed at catalysing a shift towards cleaner, more efficient and healthier cooking technologies. This involves supporting the recently established Timor-Leste Cookstove Testing and Knowledge Centre (TL-CTKC) located at DIT, and establishing a network of small-scale cookstove manufacturers and retailers. The program also works closely with key government ministries, supporting their own cookstove initiatives.

GENERAL POSITION SUMMARY:

The Cookstove Project Officer (PO) will be responsible for the implementation and oversight of project activities as detailed in the project document.  The PO will have a particular focus on working with and ensuring the engagement of staff at the TL-CTKC, and in coordination with relevant government ministries (Forestry; Environment; Health).  Based in Dili, this position will work closely with the network of micro-businesses producing and retailing cookstoves in Dili and in District towns.

ESSENTIAL JOB FUNCTIONS:
:
·         Support TL-CTKC staff at DIT with testing, design and training on clean cookstoves
·         Support the small cookstove businesses that are producing and retailing cookstoves, including production guidance and business and marketing advice
·         Coordinate and support key government ministries as they design and implement their own cookstove initiatives
·         control of clean cookstoves being used by households
·         Help to build and maintain strong relationships with government bodies / individuals involved in cclean cookstove (including government and civil society organisations)
·         Participate in designing marketing and awareness-raising strategies to promote uptake of clean coookstove in Timor-Leste
·         Assist on the selection and training for new businesses to become cookstove manufacturers
·         Contribute to Mercy Corps efforts to disseminate information on the programme, including reporting, documentation of best-practice, presentations at appropriate meetings etc
·         Other duties as assigned
ACCOUNTABILITY
REPORTS DIRECTLY TO: Cooktstove Project Manager
WORKS DIRECTLY WITH: Marketing team; DME unit; Finance; Operations


KNOWLEDGE AND EXPERIENCE:
  • Three or more years of project implementation experience, at Officer level or above preferably with INGOs or international agencies
  • A university degree (under graduate) in business, technology or related discipline
  • A commitment to and understanding of the needs of  small business
  • Experience working with a range of partnerships including government representation
  • Strong organizational skills
  • Excellent oral and written English skills
  • Willingness to travel  regularly to rural areas
  • Excellent team player

SUMMARY OF POSITION RESPONSIBILITIES

The Municipality Officer (MO) will work with both the Prevention and Supports Teams of the Nabilan Program. The MO is responsible for supporting and facilitating community activities and initiatives focused on preventing and responding to violence against women and children in Manufahi. The focus of this work will be developed through collaboration between The Nabilan Program and key actors in Manufahi Municipality, informed by policies of the Government of Timor-Leste, The Nabilan Program’s principles, evidence and research, and requirements of the donor (The Government of Australia), in particular a zero tolerance for violence against children and a strong focus on inclusion of people with disabilities.

The MO will be a key contact point for coordination and to facilitate linkages within the municipality, and also with national level. The MO will be a resource to the Municipality in terms of linking district-level actors with relevant resources, information and supports to implement the initiatives at community level. The MO will work together with other Nabilan staff and local actors to identify risks in programming and continuously monitor for these risks, and problem solve and address risks as needed. The MO will be responsible for implementation of program activities including facilitating workshops and trainings. The MO will represent the Nabilan Program in Manufahi. The MO shall be an individual who is known to, and respected by, key actors in the Municipality (in particular Municipal government, local leaders, MSS, SEM, MOH, PNTL, church representatives).
     
Background

The Asia Foundation (the Foundation) is implementing the Nabilan Program: Ending Violence Against Women, in Timor-Leste under a Grant Agreement with the Australian Department of Foreign Affairs and Trade (DFAT). The program will began on 15 April 2014 and will run until 31 March 2018 (Phase 1) with an option to extend for an additional four years (Phase 2). The Nabilan Program goal is to reduce the proportion of women who have experienced violence, and to better meet the needs of women and children affected by violence. The objective is to improve outcomes for women in prevention, support services, and access to justice by improving capacity in key ministries, reducing levels of violence, improving services, and strengthening judicial processes serving the needs of women survivors of violence. The Nabilan program is based on a design developed by DFAT. The program structure is aligned to the Timor-Leste Government’s National Action Plan on Gender-based Violence – covering prevention, support services, and access to justice.  It will also undertake research to support evidence-based programming. For the prevention pillar, the program involves the government, in particular the Secretary of State for the Support and Socio-economic Promotion of Women (SEM), and civil society in designing, implementing and monitoring research based prevention projects. The Nabilan Program works with the Ministry of Social Solidarity as the key government implementing agency for services to women and children who have experienced violence. The primary mechanisms under this pillar is grants to CSO service providers, and institutional strengthening support to the National Directorate of Social Development (DNDS) within MSS which is the program’s primary counterpart. The justice pillar supports the provision of legal assistance to women and children affected by violence and monitoring of the courts and cases, and engages strategically in both the formal justice system and local justice mechanisms to support better outcomes for women and children.

JOB FUNCTIONS AND RESPONSIBILITIES

The Nabilan Municipality Officer will have the following functions and responsibilities:
  • Under the direction of the Deputy Program Coordinator/Prevention, work based upon plans developed in collaboration with key actors in the municipality, which will be aligned with the work plan and Program Logic of The Nabilan Program.
  • Ensure that all project activities within the municipality are implemented in an organized manner and all project outputs are met.
  • Conduct monitoring of prevention and response initiatives in the municipality, sometimes along with staff from The Nabilan Program based in Dili.
  • Ensure that program learnings will be implemented in future programming in the municipality and communicated in Nabilan reporting.
  • Represent the Nabilan Program in Manufahi Municipality, with a particular focus on Suku Letefoho
  • Coordinate and assist with logistics of the implementation of research activities (Pathways to Prevention, Support and Justice) in Suku Letefoho
  • Coordinate and assist with logistics of the implementation of the Nabilan Program’s community-based approaches work in Suku Letefoho, some of which will be through Nabilan Program partner activities
  • Work directly with the Suku Council, Xefe Suku, Lia Nain, civil society and church actors of Suku Letefoho on using positive messaging about violence prevention and about being good role models for the community
  • Support the Suku Council, Xefe Suku, Lia Nain, civil society, church actors, PNTL and relevant government officials (particularly MSS, SEM and MOH) to identify approaches and individuals to provide appropriate supports to people experiencing violence
  • Engage with other Suku Councils in Manufahi, as necessary, including attending monthly Suku Council meetings
  • Participate in identifying key risks for the initiatives, actively monitor risks, and report any concerns for action
  • Participate in budgeting for initiatives and facilitate requests for funds, monitor spending and provide documentation to report on spending
  • Maintain regular communication with Nabilan Program staff based in Dili, through narrative reports and regular email and phone communication
  • Perform others functions as may be necessary to ensure the project implementation.
  • Regular travel to aldeias in Suku Letefoho will be required.
  • Monthly travel to Dili. Other duties as assigned.

REQUIREMENTS

All applicants are required to meet the following criteria:
  • Good interpersonal skills and ability to engage, inspire and mobilise communities
  • Experience in coordination and logistics
  • Ability to communicate in Tetum and Mambai
  • A demonstrated commitment to equality between women and men and to ending violence against women
  • Strong  presentation and facilitation skills
  • Demonstrated ability and willingness to work under minimum supervision
  • An interest in learning and personal development
  • Financial management experience, in particular management of cash advances and financial reporting
  • Ability to develop useful and timely reports
  • Experience working with local Authorities, DA, SDAs and Xefe Sukus in Manufahi
  • Must be able to ride a motorbike and hold a driver’s license, or willing to learn with support and training
  • Must be able to travel to Dili approximately once per month for meetings and activities

The follow criteria are desirable:
-          Experience working on development programs, particularly related to equality between men and women, will be highly regarded
-          Preference will be given those based in Manufahi Municipality
-          University degree
-          Experience or training in counselling, psychology or pastoral support will be highly regarded
-          Familiarity with Suku Letefoho
-          Verbal and written communication skills in English as advantage
-          Useful program implementation.

A.       PURPOSE OF THE POSITION:

This will include providing specific technical advice to support the program in terms of business planning and development, social enterprise practices, market analysis and working with the private sector. The role will also lead on the development of key private sector partnerships to support the implementation of CITL’s program.

B.       MAIN RESPONSIBILITIES:
1. Private Sector/Partner Engagement
·         Oversee the expansion of the private sector partnership portfolio for CITL to support its long term program priority areas
·         Represent CITL on key external networks and forums and engage actively to raise CITL’s profile in this sector
·         Liaise with relevant government ministries, UN agencies and other stakeholders and represent CITL as required

2. Social Enterprise Development
·         Lead assessments and analysis related to PSE and social enterprise development
·         Lead development of business plans for social enterprise development initiatives
·         Provide technical advice to relevant projects on small business management and entrepreneurship
3. Marketing Objectives and Implementing Strategies

·         Some experience in the private sector or business development initiatives in the Timor Leste context, ideally combined with knowledge and experience of humanitarian, development and/or social sectors
·         Experience in the design and development of market analysis and business planning and basic financial management
·         Willingness to travel to the municipalities including rural areas for a period of time
·         Training and facilitation skills
·         Ability to comply with and uphold all relevant CARE International in Timor Leste policies and standard procedures
·         Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and data bases
·         Excellent communication skills in both written and spoken in Tetun, English skills desirable
